Skirt to Ruffled dress Refashion

This is a very simple refashion, nothing major.  A summer dress from a ruffle skirt and a tank top. As you may already know, the true meaning of refashion is not to reuse, reclaim and to give new life to things that would otherwise end in a landfill.  That being said, Go grab something and re-create it.
